"You have the question of resources. I mean, places like Houston and Dallas, it's probably a little more easier for them to do that than it is for some small communities. I'm sure Lubbock can do some version of this, but in a lot of the smaller communities, smaller places in West Texas where we have listeners, it may be the wild west when it comes to plumbers," Scott said.

"As we talked about here on the show, it seems like things got bottled up in the Senate pretty quick when the lieutenant governor had his blow up with one of the former chairman, Senator Kel Seliger, and as they have changed the bill in the Senate, the support for the legislation has gone down in the Senate, and so, it seems to be stuck there," Braddock said.
