Griffith explained their decision, saying, The last thing you want to do is increase the tax rate, I mean it's the very last thing you want to do. The reason we did this, and we've talked about this for almost 2 years, is our plan for the police substations and community policing. We're already doing community policing, as you all know, and we need to be brutally honest about how great our city is, but we have big city crime issues, especially with property crime.

"Long term, the surface parking plan for Citizens Tower is not enough parking spaces. Now, could we proceed with the plan we have and have enough parking spaces when we open? Yes. But do we want to spend the money on that surface parking lot and then come back in 2 or 3 years and tear it back up? To me that doesn't make sense. So we are considering some type of parking structure. There have been no decisions made at this point." He went on to say, "We hope that we can make a decision on if we're going to do some type of parking structure by the end of this month."
