The debate over Sanctuary Cities is back in the spotlight after an illegal immigrant who had been deported five times and had a criminal record that included seven felonies shot and killed a woman.

The 32-year-old San Francisco woman was walking on Pier 14 when she was murdered. The suspect had actually been arrested by San Francisco police months ago, but because the city has a "Sanctuary City" policy, the illegal immigrant was never turned over to ICE.
