26-year-old Jacob Gordon Hoover was arrested in Lubbock on Monday, December 13th for charges going back to December of 2016.

KAMC News reports that Lubbock Police were called to the 3200 block of 35th Street for reports of a stolen vehicle. On arrival, police found Hoover, who said that his girlfriend had taken his vehicle without permission.

Soon after, police discovered that Hoover was wanted out of Harris County.

Back in 2016, it's alleged that Hoover was drinking and driving. At some point, he stopped in the 2200 block of the Gulf Freeway in Houston and forced his passenger, 19-year-old Shelby Bustamante, to get out of the car. She was then struck and killed by another vehicle.

It's said that Hoover failed to stop and render aid to Bustamante, but he offered "a general denial of all wrongdoing."

Hoover was arrested by Lubbock Police immediately after they learned of all this and he remains booked in the Lubbock County Detention Center.
