Today will focus on one word at the Lubbock City Council meetings. "Shall" vs. "may". The Lubbock City Council will have the second reading today on the issue of LP&L rebates. At the last council meeting, the proposal that LP&L 'may' refund excess funds passed unanimously. If the measure is passed today, the Electric Utility Board would be in charge of the money and whether or not Lubbock citizens and businesses see a rebate. Most people say that if that happens, say goodbye to rebates.
