Councilman Victor Hernandez raised the question Friday whether or not Lubbock Police used excessive force against a suspect accused of stealing an officer's patrol unit and then crashing the patrol unit in an attempt to injure the officer.

Corporal Ryan Durrett suffered a broken leg and other injuries in the incident. The suspect, Jose Escarcega was booked into the Lubbock County Jail where a mugshot showed bruises and scrapes on his face. A dashcam video that was released to the media showed Escarcega sitting next to Durrett's body after the crash. An officer exits his patrol unit and appears to kick Escarcega in the face. Escarcega appears to continue resisting arrest as other officers arrive. According to one report, Escarcega had to be sedated multiple times at UMC after attempting leave multiple times and after flailing his arms and kicking.
