Lubbock's former Deputy Director of Emergency Management has admitted to watching child pornography inside his City of Lubbock office at the Emergency Operations Center multiple times.

Justin David Musgraves was reported to have been in possession of a tablet that was taken by University Medical Center in September of 2020 for software installation. While in UMC's possession, a micro-SD card was located. On that micro-SD card, 5,213 pictures and 1,597 videos of child pornography was discovered. Children ranging in ages from 2 to 17-years-old were found.

Previously, Musgraves said through his attorney that he was innocent. Musgraves said before that he owned a Microsoft OneDrive account that had nude images, but no child pornography.

The point was also made that it wasn't known whether or not Musgraves was the only person that had access to the tablet. However, after investigators watched surveillance footage covering around 2 months, it was found that Musgraves was in "almost exclusive possession" of the tablet.

On Friday, May 14th, KAMC News reports that Musgraves signed a plea agreement. In that plea agreement, Musgraves is said to have admitted to watching child pornography multiple times in his office at the Lubbock Emergency Operations Center.

If a judge accepts this plea agreement, Musgraves will be sentenced later to a maximum of 20 years in prison. He will also be required to register as a sex offender afterwards.
