26-year-old Matthew Shepard was arrested around 2:45 a.m. Sunday morning in the 100 block of Niter Avenue for unlawful restraint and interference with an emergency phone call.

Lubbock Police say that dispatchers received information that a wanted suspect was located at a residence and was holding a female subject inside.

Authorities said the suspect was reportedly high on narcotics and was allegedly suffering from a mental illness. Police also said that he had screwed all the doors shut at the residence and refused to let the female leave.

SWAT officers were called to the scene to conduct a warrant service, and the female was safely removed from the residence without injury.

Shepard was charged with unlawful restraint and interference with an emergency phone call. He also had an outstanding blue warrant.
