Newly unsealed documents relating to the Federal Bureau of Investigation’s research into possible fraudulent actions involving the City of Lubbock’s insurance providers in 2008 have revealed more than originally expected.

The FBI, citing claims of possible health care fraud, executed a search warrant on some involved in City government at the time.

According to KAMC-28, the documents show that AAG/ICON administrator Ted Parker and then-District 5 Councilman John Leonard may have worked together to help ensure that Parker kept the contract with the City for health insurance services.

When FBI agents confiscated Leonard’s city computer, records show that three images that could be considered child pornography were found, and the FBI began a second investigation, this time searching for more images of child pornography on Leonard’s laptop computer.

Nothing in the unsealed records state that Leonard downloaded the images or was even aware of them on his computer. No criminal charges have been filed.
