Since 2005, Bill McCay has been the Lubbock County Commissioner for Precinct 1. In this year's Republican Primary McCay is being challenged by former Lubbock City Councilman, Frank Morrison. At a recent candidate forum held at LCU, McCay touted being responsible with taxpayer money and limiting government as part of his record. In the past McCay also touted his role in bringing in Super Precincts. At the same forum, Morrison said that he is the ultimate conservative. Morrison has also criticized McCay on roads, the budget, and spending on the County Jail.
