Does the City of Lubbock Have a Policy Regarding Memorials?
The discussion about possibly building a memorial to Tim Cole, who was convicted for a rape he did not commit, has led to a discussion about the city’s policy regarding monuments and memorials. “But there’s not really a policy on other types of memorials,” Martin said. “It’s hard to write a policy. All of those are obviously discretionary things. [If] you get four votes on the council that chooses to spend public money to do something, then that’s the policy.”
