Finally, councilwoman Gibson discussed the American Caner Societies efforts and plans for a "total ban" of smoking in Lubbock businesses. Gibson strongly disagreed with these plans, saying, "I think that's a business decision. I don't think that's a government decision."

Matthew, people make a decision to go in by themselves, no one is forced to suffer here."
