"We actually have a fair amount of parking. We just don't use it correctly," Massengale said. He explained that they are looking at changes that can be made for the safety and convenience of downtown parking.

Furnishings and workstation installation on the 6th and 7th floors of Citizen's Tower were underway as of Friday, January 24th.

Griffith explained their decision, saying, The last thing you want to do is increase the tax rate, I mean it's the very last thing you want to do. The reason we did this, and we've talked about this for almost 2 years, is our plan for the police substations and community policing. We're already doing community policing, as you all know, and we need to be brutally honest about how great our city is, but we have big city crime issues, especially with property crime.

Randy explained that the council raised it by once cent, saying, "We raised it a penny, and we originally intended to raise it two cents because some of the appraisals went up." He went on to say that most of the money will go towards the construction of the new police substations.

"Long term, the surface parking plan for Citizens Tower is not enough parking spaces. Now, could we proceed with the plan we have and have enough parking spaces when we open? Yes. But do we want to spend the money on that surface parking lot and then come back in 2 or 3 years and tear it back up? To me that doesn't make sense. So we are considering some type of parking structure. There have been no decisions made at this point." He went on to say, "We hope that we can make a decision on if we're going to do some type of parking structure by the end of this month."

Steve said, "Lubbock Alert has worked well for us. It's a great way to communicate with citizens about a variety of events associated with the city of Lubbock, but most importantly is emergency events and weather related events."

Citizens Tower in Downtown Lubbock sure does look different these days.

A black Arabic flag with “Love is for all” written in Arabic was flown from Lubbock’s Citizen’s Tower. Now, that same design is being sold on t-shirts at a Lubbock clothing store.
