A press conference was held Thursday, May 12th after Delmer Ortiz-Licona was accused of attempting to kidnap a 4-year-old girl.

Ortiz-Licona was recently arrested May 3rd on charges of aggravated sexual assault of a child back in August 2021. Ortiz-Licona was caught by his girlfriend at the time naked in bed with her 7-year-old daughter before running away. The child's mother gave chase in her car, resulting in Ortiz-Licona being hit but fleeing the scene before police could arrive.

Lubbock Police Chief Floyd Mitchell provided some details into the May 2nd attempted kidnapping outside a convenience store parking lot.

“[Ortiz-Licona] had no prior relations or connections to the mother before the attempted kidnapping,” Chief Mitchell said.

Currently, Ortiz-Licona is being held in the Lubbock County Detention Center with a total bond of $430,000 and a Federal Immigration Custom Enforcement Detainer with no bond.

Sgt. Sharon Casey, director of Lubbock Crimes Against Children, was asked if Ortiz-Licona had any connection to the man who had been seen taking pictures of young females in the Canyon Lakes and Parks in north and northeast Lubbock.

"There is no criminal act at the park that has been determined to be the same person," Sgt. Casey said, confirming that Ortiz-Licona is indeed the man seen on video taking photographs of young girls at the Canyon Lakes and Parks but no crime had been committed at the time of the incident.

The Lubbock Police Department is asking anyone who thinks their child has had any contact with Ortiz-Licona to come forward during the investigation by calling Crime Line at 806-741-1000 or to call the Special Victims Unit at 806-775-2788 with any information, questions or concerns.
