On Thursday, September 9th, it was announced that 39-year-old Justin Musgraves, former Deputy Director of Emergency Management for the City of Lubbock, must pay $79,000 in restitution on top of a 12+ year prison sentence.

Back in May of 2021, Musgraves admitted to possessing pornography involving a prepubescent minor. Some of the material that was in Musgraves' possession included sexually explicit images of children as young as 2-years-old.

KAMC News reports that Musgraves had over 5,000 images and 1,500 videos of child pornography on his Shallowater Fire Department tablet. The material was even sorted into folders and sub folders, one of which was labeled "TO UPLOAD." The images and videos were discovered after the tablet was brought to University Medical Center for a navigation software installation in September of 2020.

Before, Musgraves claimed he was innocent through his attorney, saying that while the tablet was assigned to him, it wasn't clear if he was the only person who had access to it. After examining surveillance footage, however, it was determined that Musgraves was in "almost exclusive possession" of the tablet over a 2 month period.

Musgraves even admitted later on that he had been using the tablet to access child pornography while on the clock at the City of Lubbock Operations Center.
