Additional information about Mayor Dan Pope's announcement from Monday evening has been posted online.  Officially, a "FOURTH DECLARATION OF DISASTER (COVID-19)" was made on Monday, March 23. (Here is a link to the PDF)  According to power granted to the Mayor in Section 418.108(g) of the Government Code, and Section 122.006 of the Health & Safety Code; Mayor Pope ordered the closure of Non-Essential Businesses from March 24, 2020 at 6pm to 11:59pm on April 3, 2020.

As part of Mayor Pope's "FOURTH DECLARATION OF DISASTER (COVID-19)", in Section 11 of the Declaration, under Section 418.173 of the Government Code, failure to comply with an emergency management plan, or with a rule, order, or ordinance can be punishable with a fine not to exceed $1,000 or a jail sentence no to exceed 180 days.

ORIGINAL STORY:

During the City of Lubbock's Monday evening press conference, city health officials said no new cases of coronavirus were confirmed in Lubbock on Monday. Results of tests conducted this past weekend are expected back on Tuesday.

However, Lubbock Mayor Dan Pope did make some clarifications and additions to the Disaster Declaration that is currently in place for the city.

Starting tomorrow, Tuesday, March 24th, at 6 p.m., non-essential businesses will be ordered to close in the City of Lubbock.

Non-Essential Businesses in Lubbock include:

  • Non-essential personal services businesses: hair salons, barbershops, hair stylists, nail salons, tattoo parlors, piercing businesses, tanning salons, and hair removal/waxing businesses
  • Non-essential retail establishments
  • Commercial amusement & entertainment venues
  • Enclosed shopping malls
  • Group Meeting Spaces: meeting rooms, event spaces & ballrooms

Essential Businesses in Lubbock Allowed to Stay Open:

  • Grocery stores, pharmacies, and package stores
  • Veterinary clinics & pet supply stores
  • Healthcare providers: doctor & dental offices, hospitals and clinics, and physical therapists
  • Gas and vehicle fuel stations
  • Banks & financial institutions
  • Daycare centers
  • Critical infrastructure businesses
  • Building Supply and Home Improvement Retailers may also stay open if they follow federal Centers for Disease Control guidelines

Mayor Pope was also asked if Lubbock would follow other Texas cities and counties, like Dallas County, and potentially order a shelter-in-place. Mayor Pope said, "I don't believe that sheltering-in-place is needed in Lubbock right now."

The Lubbock City Council is scheduled to meet Tuesday afternoon at 4:30 p.m. and vote on a resolution confirming, and continuing, the current Disaster Declaration.
