Lubbock Power and Light has announced the appointment of Richard Casner as General Counsel.

Before joining LP&L, Casner was private sector lawyer in Fort Worth, and was First assistant city attorney for Lubbock from 2003 to 2009. From 2009 to 2012, Casner served as First Assistant City Attorney for the City of Denton where he  focused on  electric utilities, oil and gas, and  property and economic development.

Casner is joining LP&L as the Electric Utility Board is working to finalize a wholesale power plan by 2019, and will be a key role in the implementation of that plan. Casner is a Lubbock native, who graduated from Monterey High School and Texas Tech. He will officially begin work on January 1, 2015.
