Is the Voting Rights Act obsolete?  Is the right to vote so secure that special rules for  some states, mostly in the south, are no longer needed?

Rep. Randy Neugebauer was asked about that on KFYO.

“You know, I think it’s time to move on,” Neugebauer said.  “Basically, it penalizes a few states.  I think we always ought to ensure that everybody the right to vote, [and] is not deprived the right to vote.  But I think possibly it’s time to move on.”
