The third special legislative session ended Tuesday morning in what many would call a failure of a special session. Lawmakers still don't appear very close on a deal for school choice and even several border security bills died during the 3rd special session.

What did happen during the third special session was a continuation of the war of words between House Speaker Dade Phelan and Lt. Governor Dan Patrick. The bad blood between the two has only gotten worse. Lawmakers passed just two of Texas Governor Greg Abbott's agenda items.

Tuesday afternoon word began spreading that the 4th special session would be called at around 5 p.m. According to a tweet from Brad Johnson of The Texan, House members have been told to be ready to convene Tuesday on the House floor.

Shortly before 5 p.m. Governor Abbott officially called the 4th special session. On the Governor's agenda for lawmakers this time is 1. School Choice 2. Increase funding for public schools, teacher pay, and school safety. 3. Border Security.

The question is whether lawmakers will actually be able to pass the items the Governor has called on them to pass. With two of the "Big 3" fighting the way they have in the past, nothing will be easy.
