The bill was authored by Texas U.S. Senator John Cornyn. It now moves to the U.S. House for consideration. Juneteenth would become the 11th annual federal holiday if the bill is signed into law.

The measure would establish a national gun registry, a gun licensing process that requires $800 firearm insurance, and a ban on large capacity magazines.
