The Texas State Board of Public Accountancy was able to set aside millions of dollars through a pilot program that keeps the legislature from tapping its funds in a so called fiscal emergency.

The Associated Press groused about the stockpile of money, which grew from $500,000 dollars to now over $5 million dollars since 2002.

Instead of raiding this fund more agencies should be on a self funding plan so the legislature doesn't have to appropriate funds each session for the government agencies.
