Fatal Hit-And-Run on Ave Q

Police responded to a hit-and-run near 30th and Ave Q in May 2020. When officers arrived on the scene, they found Moreno's body in the driver's seat of the wrecked vehicle with a fatal gunshot wound.

According to the arrest warrant, witnesses described a white Jeep Cherokee crashing into Moreno's vehicle, hearing gunshots followed by tires screeching away as the suspect fled the scene. The driver/shooter was later identified as Robert Miner along with his then-girlfriend in the passenger seat.

Miner did his best to cover his tracks. Not only did he quickly switch vehicles following the incident, but he also called 9-1-1 on his girlfriend's cell phone to report a crash in a different location shortly after leaving the scene.

However, video footage was obtained by police that showed Miner in the white Jeep Cherokee waiting in a parking lot until Moreno's vehicle pulls out. Miner then followed Moreno. The then-girlfriend of Miner also admitted to investigators that he had been driving at the time of the crash.

Officials say that Miner had threatened Moreno a number of times in the weeks leading up to the fatal incident. The two men had begun feuding through Facebook messages and Miner had escalated his threats several times in-person. According to Lubbock Avalanche-Journal, Miner's anger towards Moreno stemmed from the belief that the victim had sold fake drugs to a friend of Miner and refused to refund her.

Re-indictment and final plea

Miner appeared in court on Wednesday, October 9th to accept a plea deal. He was re-indicted on a charge of felony murder, or recklessly causing the death of another person in the commission of another felony act. His original charge of murder was dismissed. .

He was sentenced to 30 years in prison. According to South Plains Live, Miner has previous felony convictions that set a minimum punishment of 25 years. He will have to serve half his sentence before he is eligible for parole.

Disruptive Conduct In Jail

The 39-year-old Miner is described by court documents as a member of the Aryan Brotherhood, a white supremacist group with a significant presence in the Lubbock area.

The Avalanche-Journal reports that Miner has displayed disruptive behavior while in custody at the Lubbock County Detention Center. He reportedly has multiple disciplinary write-ups for contraband, inciting violence among other inmates, and harrassment of staff.

In one notable incident report, Miner verbally insulted a jailer and yelled "White Power" among other racial slurs.

He also allegedly attempted to start fires in the jail on several different occasions.
