Lubbock Power & Light will refund more than 10,000 customers approximately $1.5 million in credit on November 1.

The refund credit, which will be handled automatically, will reimburse customers who have met certain requirements, such as not having their service disconnected.

LP&L requires a residential customer deposit totaling S135; commercial customer deposit totaling the greater of $135 or 1/6th of the estimated annual charges.

Customers may be exempt from the deposit requirement for any one of the following reasons:

  • Produce proof that they have been a customer of a prior utility without more than one delinquency or disconnection for nonpayment for 12 consecutive months
  • Produce credit reference letter from the customer's prior electric utility
  • Demonstrate that they are older than 65 years of age with no outstanding balance with another utility
  • Identify as a victim of family violence as defined by Texas state statute and evidenced by submission of a certification letter from the Texas Council on Family Violence (residential customers only)

In order to be eligible for a deposit refund, the requirements are:

  • Residential customer for 12 months
  • Commercial customer for 24 months
  • Customer has not had any of the following for 12/24 months: Reminder Disconnect Notice, Returned Items (insufficient funds check return), Disconnection of Service, or Meter Tampering.

Customers may have the deposit requirement reapplied if service becomes disconnected for nonpayment.

Historically, customers from whom a deposit has been collected and are eligible for a refund had to request a refund of the deposit. As of October 1, 2015, customers who are eligible for a refund will automatically receive a refund.

On November 1, 2015, more than 10,000 customers will receive a deposit refund credit to their account. Credits are estimate to total approximately $1.5 million.

Going forward, it is estimated that 350 customers will be eligible for a deposit refund on a monthly basis. Monthly refunds should total approximately 555,000 per month.
