The designation of "6-Man" football has been replace, with 6-Man now being referred to as "1A". Many schools have changed classification as a result.

With district realignments, travel distances have become an issue, with Shallowater now being in a district with Tornillo, Texas which is a travel distance of roughly 380 miles. Andrews is now in district with several long-distance schools, with their closest out of town game district football game being 278 miles away.

Lubbock Monterrey has moved back up into the top classification, into District 2-6A which includes Lubbock Coronado, Frenship, Amarillo High and Amarillo Tascosa. Lubbock Cooper stepped up a classification, and is now in the same district with Lubbock High and other larger schools.

Among other topics Orr covered was changing the "25 second" rule to 40 seconds, and the reasons for the change.
