State lawmakers are constructing a proposal to tie state funding to success at state universities.

The current policy funds universities based on enrollment.

Dan Branch, the Dallas Republican who is the State House Higher Education Committee Chairman, has a plan to tie funding to completion rates and other measures of success instead.

Branch will outline his plan during a news conference Wednesday.

While enrollment at universities have increased more than a half a million since 2000, completion rates have stayed largely the same since 1970.
