The disease is called opsoclonus-myoclonus  syndrome, or OMS.  Lubbock police officer Brooks Jennings, whose daughter Alexa has the disease, explains what it is.

"It's an auto-immune disease where the immune system turns and attacks the brain, instead of attacking  whatever in the body it should be attacking…just a horrible, horrible disease.  Currently there’s no cure.  They’re working toward one," Jennings told KFYO.
