Lubbock County Commissioners passed a resolution Monday opposing  efforts by some in the Texas Legislature to cap property taxes. Commissioners and other local leaders are opposed to plans that would lower the rollback rate on property taxes to 4 percent. Commissioners also oppose a bill that would cap how much a tax appraisal could increase in one year. One Senate bill would cap that rise at 5 percent where current law allows for a tax appraisal to rise by as much as 10 percent.

State lawmakers who back the caps say their goal is to bring relief to tax payers. Local leaders claim that the new caps would limit spending on essential services.
